Cecil County Emergency Medical Services has taken a major step forward in trauma care with the launch of its new prehospital blood transfusion program—an effort made possible through its partnership with the Blood Bank of Delmarva and the deployment of the Delta ICE2L temperature‑controlled system. This advanced cooler technology ensures whole blood remains within strict clinical standards until the moment paramedics deliver it to patients in critical need.

Beginning in December, two of the county’s EMS Supervisor Units began carrying Type O‑positive whole blood using the Delta ICE2L, allowing crews to initiate transfusions long before patients reach the hospital. The impact has been immediate. According to Capt. Nicole Hoffman, patients often show visible, rapid improvement as blood restores oxygen delivery and supports clotting—far more effective than traditional IV fluids.

The program has already been used in five cases and represents a significant boost to survival prospects for trauma patients, with whole blood shown to increase chances of survival by up to 60%. As the eighth jurisdiction in Maryland to adopt prehospital transfusion, Cecil County is helping set a new standard for early, lifesaving intervention.

Local residents have enthusiastically supported the effort by donating blood, recognizing that these missions depend entirely on volunteer donors—“the silent heroes,” as Hoffman describes them.
